By-Law of the Hungarian Society for Image Analysis and Pattern Recognition (KÉPAF-NJSZT)

KÉPAF is the member society of the NJSZT (Neumann
János Számítógéptudományi Társaság),
and it is the associated society of IAPR (International
Association for Pattern Recognition) through the NJSZT.

The Society's member can be any natural person

who works or studies in the fields of the Society's activity

who accepts the goals of the Society
-
who accepts this by-law
-
who is the member of the umbrella Society (NJSZT)

Members are affiliated by the President or by the Presidency (in the case
of moot question).
-
Each member has equal rights to take part in the (non-presidency) work
of the Society.
-
Each member can be elected as members of the Presidency.
-
The General Meeting is the uppermost body of the Society that can decide
in any issue affecting the Society:

The General Meeting decides about the By-Law and the Presidency
-
The General Meeting is convoked by the President. He/She must convoke the
General Meeting in 3 months if at least two members of the Presidency or
30% of the members require it.

The venue, date, and agenda of the meeting of the General Meeting is decided
upon by the President of the Society, and he/she should announce it at
least thirty days prior to such meeting by mail or by Email to every member.

The General Meeting has a quorum if at least half of its factual membership
is present.

Otherwise, a meeting convened with the same agenda within minimum 2 weeks
is said to have a quorum if at least 20% of its factual membership is present.
This second meeting should be declared at least 1 week before.

The decisions of the General Meeting is carried by a simple majority of
votes.

Voting can be open or secret - with the exception of personal matters in
which votes should always be cast secretly - as decided by the participants.

If 30% of the voting members request the voting is secret.

The General Meeting elects President and 5 (in case of re-elected president
6) members of Presidency in every 2 years.

An active president can be re-elected for one more period only. A president
may act in that position for maximum 4 years.

After the second period of the outgoing president, he must make a proposition
for a new president from a different institute.

If the General Meeting elects a new President, the former President automatically
will be the member of the Presidency.

In the case of personal matters the presidency or the majority of the Meeting
can appoint an independent member for Chairman.

Presidency consists of the President and the 6 members.
-
President is the official representative of the Society both in the country
and abroad.

Duties of the President

representation of the Society in social and scientific forums

organization of cooperation with other societies
-
controlling the proper information flow to the members and to the world

Convening and chairing the General Meeting and the meeting of the Presidency
(except 7.13)

The Presidency is the main operative body of the Society between
two General Meetings. The decision of the Presidency is carried by a simple
majority of votes. In doubtful cases the President has double-vote.

decide about professional questions (e.g. conferences, scientific meetings)
-
decide about moot questions of organization or information-services
-
takes part in the organization of the events of the Society

voting is possible through Email as well
-
In any other questions the General
Rules of NJSZT should be applied.
